Restrictions on police bail


The Law Society of England and Wales wants police bail in the United Kingdom capped at 28 days.
The society's reform push comes just days after Australian entertainer Rolf Harris had his police bail renewed until August.

The 83-year-old artist and singer, first arrested and bailed in late March, dvd to iphone is being investigated over allegations of historic sex abuse.

The law society's criminal law committee chairman, Richard Atkinson, says police bail should usually be capped at one month.

"I would call for a 28-day statutory maximum period for police bail ... but it could be extended by applying to a magistrate," he told the BBC on Tuesday.

"There, police would have to explain what stage they were at in their investigation and why a further 28-day extension of bail was necessary."

At present there is no limit on how long a person can be kept on police bail before a decision is made on whether or not to charge them.

Using freedom of information laws, the BBC has discovered that more than 57,000 people are on police bail in England, Wales and Northern Ireland.

Of those, almost 3200 have been waiting for more than six months for a decision on charges.

The Metropolitan Police alone has some 12,200 people on bail at the moment. Of those 910 - or 7.5 per cent - have been on bail for more than six months.

One man arrested over sexual assault allegations, which proved to be false, executive gift products told the BBC that waiting for the prosecution service to make a decision was horrific.

"I was scared to leave the house because I was paranoid that people knew I was a police suspect," he said.

"I became severely depressed and contemplated suicide. The uncertainty of not knowing when my ordeal would be over was awful."

Harris was bailed again on Thursday until August pending further police inquiries.

The UK-based celebrity has been named as the Australian entertainer arrested in late March by officers from Operation Yewtree which was established following the Jimmy Savile scandal.

He has not been charged and denies any wrongdoing Claire Hsu.

At the time of Harris's arrest an unnamed showbiz friend said: "Even if those arrested are never charged their lives will still have been ruined and that's unfair."
